The award of
this project is a testament to the value of partnering and
including the entire project team into the plan review
process. Originally bid in November 2005, BRB was
low-bidder out of five by almost $1 million. Due to
unforeseen financial considerations, this budget was almost
$3.5 million above what the City of Sallisaw had in the
coffers. Immediately, the team of BRB Contractors, Inc.,
Hawkins-Weir Engineers, and the City of Sallisaw got
together and set about performing an intensive
value-engineering review to enable the construction of this
project so necessary to the City’s future. Following this
exhaustive review and re-design process, the team was able
to reduce the project’s budget to $16.5 million. The City
awarded the construction contract to BRB in January 2006.
The following represents the major modifications and
value-engineered changes that allowed this project to become
a reality.

The original design
called for the lake intake structure to be constructed
in significant amounts of native rock utilizing
micro-tunneling. Drawing on the diverse talents of BRB,
the bridge division was able to collaborate in the
re-design and plan for the construction of a bridge to
serve the lake intake, eliminating the very costly
process of micro-tunneling. This modification alone
allowed a savings of approximately $2.5 million.

Minor plant process
modifications were incorporated and the proposed
clearwell was eliminated.

BRB’s over 47 years of
experience with project funding and procurement was
instrumental in assisting the City of Sallisaw in
obtaining a certificate of tax exemption, saving almost
$500,000.
